In the case of puppy mills the greatest efforts have gone into exposing the horrors of factory farming pets, with the intent of generating public support for legislative measures that will improve conditions in high-volume breeding operations. Decades of such a strategy have proved to be an unmitigated failure – puppy mills continue to pump out millions of pets every year while animals continue to suffer. This is hardly surprising given that puppy mills are regulated by agricultural departments at the state and federal levels, and agribusiness, which sides with the mills, is a powerful lobby and sees every concession to humane interests as the thin end of the wedge for broader, animal-friendly reform in farming.

CANFIELD -- Reputable breeders stand behind the puppies they sell, says Tari Kridler, who’s been breeding German Shepherds more than 20 years and is a strong supporter of the drive to ban dog auctions.
“Breeding dogs to the breed standard is not easy,” she says.
When Kridler breeds her dogs, she says she does it to ensure the standard and purpose of the breed: shape of the head and feet, length of the back, level of intelligence and agility to perform tasks such as herding sheep or working as a police dog are all taken into consideration. Reputable breeders are interested in quality, not quantity, she emphasizes.

MILLERSBURG -- Socialization is key to a dog's development and is something lacking in commercial breeder operations, according to professionals who work with dogs.
Whether acting as police K9 units, assisting the blind or the elderly, temperament is key to a dog who serves its owner. Working dogs often represent the best of their breed, and the people who train and use them depend on animals that are free of ailments associated with poor breeding.
When selecting dogs, trainers said they tend to use trusted breeders or have their own breeding program to avoid the problems often associated with "puppy mills," where the motive is profit rather than improvement of the breed.
Temperament begins with birth, Brigadoon Kennels owner Jim Wright said.
"When you're breeding 200 to 300 puppies at a time, they're not getting the proper attention," said Wright, who teaches pet related training. "Look to people who know dogs. They have their own breeding programs."
